The WHAM Measures
LA County voters approved four infrastructure funding measures, W, H, A, and M that together generate nearly $1.6 billion annually for stormwater projects, homelessness services, parks, and transportation.
Measure W, the Safe, Clean Water Program, provides approximately $280 million per year to fund stormwater projects.
Measure H, Los Angeles County Plan to Prevent and Combat Homelessness, provides $355 million a year to fund homelessness services, rental subsidies, and housing.
Measure A, Los Angeles County Safe, Clean Neighborhood Parks and Beaches, provides nearly $100 million a year for community greening in park-poor communities
Measure M, Los Angeles County Traffic Improvement Plan, provides approximately $860 million a year for transit, active transportation, greenways, and highway improvements.

LA County Infrastructure Initiative
LA County launched an Infrastructure Initiative in 2022 to maximize the County’s share of federal dollars flowing in from the Bipartisan Infrastructure Law.
